There is a tool which can download all Salesforce document/attachmets. But not sure if it can be narrowed down to single records. Tool name is " FileExporter ". It allows to download Salesforce files into specific folder correctly by command-line.

Instructions
  1. In Setup, navigate to Data Management | Data Export.
  2. Click on either Export Now or Schedule Export button, whichever is available.
  3. Choose file encoding (I recommend Unicode UTF-8)
  4. Check the box to include Salesforce Files and Document Versions.

Why doesn't Data Loader work?

Data loader does not work because you cannot use nested SOQL queries, and the workbench doesn 't work because I cannot create a bulk load .csv file with the nested query. I cannot create a report in the UI either, as file and content reports don't seem to include the parent object details.
