To find the customer portal ID Go to Setup > Customer Portal > Setting then on Portal detial section you can find Portal Id. We don't have Customer Portal set up. I am just trying to use a SOAP Call to call Salesforce sandbox from our website. Well in that case you need to setup a customer portal first to get the portal Id.

The ID is available in the Salesforce user interface:
  1. From Setup, enter Customer Portal Settings in the Quick Find box, then select Customer Portal Settings.
  2. Select a Customer Portal name, and on the Customer Portal detail page, the URL of the Customer Portal displays. The Portal ID is in the URL.
