To enable post announcements in lightning experience perform the steps below:
  1. Click on Setup | Feature Settings | Chatter | Groups | Group layouts.
  2. click on the Edit link.
  3. Drag and drop the Announcement action under Salesforce Mobile and Lightning Experience Actions section.
  4. Click Save.
