Use the Date Field drop down in the filter section of the report editor and choose your relative Date Range. But if you want to filter on another date you need to add a new filter which doesn’t give you the Date Range drop-down. Luckily Salesforce allows you to type in the same ranges using “special date values”.

Use a Chart dashboard component and select "Sort Rows By" on the component's "Formatting" tab to sort your results in ascending or descending order by any row value. If you use a Table component, your records would be listed in descending order row value.

This is currently not a functionality offered by Salesforce. But there is a workaround. You will need to create a formula field that just pulls in the value of the Created or Last Modified field. That field will then show you both Date and Time in your reports.
