They have a very large infrastructure that allows for failover and redudancy that most people will not be willing to spend in order to host it on a local system. They will not openly admit this (and I do not work for Salesforce), but allowing such a thing for a private / local instance is against an image they have been building for years.

Can Salesforce be installed on a private server?

No it cannot. The Salesforce platform is built on a multi-tenant cloud computing infrastructure. There are no installs for customers or a distribution mechanism that would allow them to install it themselves on a personal server.
