It IS possible to add the "Submit for Approval" button. You need to go back to the Classic version and then Edit the Page Layout. At the top of the page, there is the "Salesforce1 and Lightning Experience Actions" section. Add the "Submit for Approval" button into this section and you will see it, once you log back to the Lightning version.
