This can be done by the following steps: 1. Navigate to: Salesforce Classic: Setup | Build | Create | Global Actions | Global Actions | Click New Task action Lightning Experience: Setup | User Interface | Global Actions | Global Actions | Click New Task action

Complete these steps to also allow users to open the Tasks tab.
  1. From Setup, enter Profiles in the Quick Find and click Profiles.
  2. Click Standard Platform User.
  3. Click Edit.
